That's US Coast Guard Radio Station Portsmouth, VA; I wouldn't
suggest that you answer their CQ, though ;).  What you heard  was
their CQ tape fishing for some traffic; they'll take WX, position
reports, and medical traffic, but no commercial traffic, from
any ships and boats.

If you're near a library that contains a government documents
depository look for publications such as WORLDWIDE MARINE WEATHER
BROADCASTS to connect callsigns you hear with the various shore
stations.

You'll hear NMN and others on 4,6,8,12,16, and 22 MHz; good code
practice when they send the WX and Notice To Mariner broadcasts
(code speed is 16-18 wpm).

I read somewhere that it can be modified for Aircraft Rx - does anyone

   Fees for Amateur Radio licenses are a very bad idea.  We get use of the
   frequencies and licenses at no charge because we provide a public service.

   Look at it this way.  The FCC apparently has one person fulltime
   providing license processing.  There are probably tens of thousands of
   government employees working fulltime providing communications services
   that work less well than the amateur radio service.  If ten more FCC
   employees were devoted to license processing, that would break the
   backlog almost immediately.  If a few dozen more FCC employees were
   dedicated to hunting down bootleggers, and handing out $10,000 fines,
   that would help a lot.  (Bootlegger hunting could probably be made to
   pay for itself if Congress would allow it to do so.) At a total
   additional cost of less than 1 more FCC person per state, great
   improvement to emergency communications could be attained.

Hmm...that gives me an idea.  Someone (yeah, I know) posted a statement saying
that the FCC could not accept the services of volunteers to do the necessary
data entry.  I wonder, however, if there is any such restriction on accepting
help from *other government agencies*.  For the cost of a plane ticket and
a few days per diem cost, I (or any other Executive Branch employee) could go
help them out -- assuming I could get the time off here, of course :-).  Maybe
a quick grep on the Elmer list would turn up a few names coming from .gov or
.mil sites....

Greetings!  I am soon to be a new ham ( I have been studying diligently
and realize that "soon" is a relative term in regards to the current
delay with the FCC) and I have several questions in regard to what
equipment to buy or not to buy.

First let me say that if this is the wrong group I apologize.  I searched
pretty thoroughly, but my site does not get all of the groups.  Second, I
have some pretty unusual circumstances, so a brief description is
necessary.

I live in San Diego, and am purchasing a radio so that I will be able to
communicate with my Father who will be on a boat in the South Atlantic for
about a year.  He is not a Ham, but he will have a Marine SSB radio which
operates in the HF frequencies.  The radio I purchase must be a Marine
radio, licensed as a shore station in order for he and I to have a two-way
conversation.  (His radio picks up 0.5-30MHz, but I quickly discovered that
"cross-banding" is a bozo no-no.)  I have always been interested in Ham
radio, so if I am going to go to all of the expense of setting the thing
up I want to be able to use the Ham capabilities too.

After careful study I have decided on the SGC SG-2000.  This radio is type
accepted for Ham use, and all of the Marine radio people I have talked to
say that it is top of the line.  My questions are as follows:

1.  Does anyone have direct experience with this radio, or SGC in general?
2.  What are the features I should look for on a first class Ham rig?
3.  My father will have the capability to Rx and maybe Tx fax and/or
    RTTY.  What is the cheapest and/or easiest (I realize that the two are
    not nec. the same) way for me to add packet, RTTY, etc.?  I am also
    purchasing a computer, and I am curious about the "Internal" vs.
    "External" TNC's.  What are the advantages/disadvantages?
4.  I am also interested in v/uhf equipment.  I hear that the Kenwood
    79 is the best, but my budget will probably require starting with
    something used, any suggestions?

If you have read this far, I am already very grateful.  Any suggestions
you have in the above (or any other) areas would be greatly appreciated.
